1.     GENERAL

The Adams County Airport Commission is seeking proposals for airport planning services for projects at Natchez-Adams County Airport (HEZ) for a five (5) year period. A more detailed description of the scope of services for this project is contained later in this Request for Qualifications (RFQ).

Proposals shall be received until 5:00 p.m. CDT on 25, November, 2019 in the office of the Director of Aviation to the attention of Richard Nelson, Director of Aviation at the address below:

2.     PROJECT DESCRIPTION

The required services include, but are not limited to: airport planning and necessary incidental services for projects expected to be funded under the FAA Airport Improvement Program (AIP) within the next five years.

Fees will be negotiated for projects as grants are obtained. Consultants shall not include fee or cost Information when responding to this solicitation. Prospective consultants are advised that applied overhead rates must be in accordance with the cost principles established with Federal Regulation 48 CFR Part 31, Contract Cost Principles and Procedures.

Any agreement resulting from this RFP is subject to, but not limited to the following federal provisions:

•  Title VI of the Civil Rights Act of 1964

•  Section 520 of the Airport and Airway Improvement Act of 1982

•  DOT Regulation 49 CFR Part 18.36{i)-Access to Records

•  DOT Regulation 49 CFR Part 20-Lobbying and Influencing Federal Employees

•  DOT Regulation 49 CFR Part 26-Disadvantage Business Enterprises Participation

•  DOT Regulation 49 CFR Part 29-Government Debarment and Suspension

•  DOT Regulation 49 CFR Part 30-Foreign Trade Restriction Clause

4.     SCOPE OF SERVICES

Some of the work outlined below is anticipated to be completed over the 5-year period. It is the Commission’s desire to award the work outlined in this request for proposals to one firm. Once a firm is selected, the Commission may elect to negotiate one agreement that encompasses all the work outlined in this proposal or the Commission may elect to award the work in phases (multiple one-year agreements) over the five-year period.

Key individuals identified in the proposal will be expected to be available for the projects and perform the work as identified and needed for each project. These people will be specific in the contract and any changes in personnel must be approved by the Commission.

The Commission intends to select a consultant to assist with the preparation of planning documents related to the continued development of the Natchez- Adams County Airport. Project Assignments under this selection may include:

·       Capital Improvement Program Planning and Detailed Implementation Planning for the Airport’s Capital Program

·       Airport Layout Plan Update

·       Preparation for Environmental Assessments for proposed Capital Projects

·       Preparation of Land Use Studies

·       Independent Fee Analyses Preparation

·       Rates and Charges Study/Analyses

·       Assistance with FAA Grant Assurances and Necessary Documentation and Compliance, including airport rules and regulations and minimum standards.

·       Airport Operational Management & Planning

·       Provision of Program Management Services

·       Preparation of Benefit/Cost Analyses for Capital Projects

·       Assistance with Government Coordination associated with the Airport’s Development Program

Disadvantaged Business Enterprise Program Development and Management

Other Planning efforts as required by the Commission to Support its ongoing Capital Program

The following list includes projects in which these services may be utilized. Other Projects may be added over the course of the term of the contract.

·       Runway 13-31 Pavement Rehabilitation

·       Taxiway “B” Pavement Mill & Overlay

·       Runway 18-36 Crack Seal

·       Security Fencing

·       Airfield Lighting Replacement

·       Rotating Beacon Replacement

·       GA Ramp Rehabilitation

·       Terminal Ramp Rehabilitation

·       Wildlife Hazard Management Assessment Construction

·       Taxiway “A” & “C” Mill and Overlay

·       Taxiway C1 Sealcoat

·       Taxiway B1 and B2 Rehabilitation

·       Hangar Repairs

·       Overnight RV Parking near Terminal Building Parking Lot

MISCELLANEOUS SERVICES: Consultant shall provide miscellaneous services relating to the Natchez-Adams County Airport on an as-needed and as-requested basis. Services may include field assistance, general consulting, and assistance with grant applications, research, contract document preparation, or other professional services.



5.     CONTENT OF THE QUALIFICATIONS PACKAGE

The Adams County Airport Commission requests that any firm desiring to be considered for this project submit ten (10) of your qualifications marked “AIRPORT PLANNING SERVICES” containing the following:

a. A brief description of the firm.

b. The qualifications and background of the firm.

c.     A summary of any arrangements that will be made with any other firm for assistance on this work.

d.     A list of key personnel with resume to be involved in the work for each phase of the project.

e.     A list of similar work performed for other municipalities or agencies, including a description of work and the name of the municipality or agency, and the action taken as a result of the work. A list of references should be included.

f.       Discussion explaining why you think the Natchez-Adams County Airport Commission would benefit from selecting your firm to do the work.

g. The firm’s project approach to complete work described.

h. The Airport desires to achieve, to the greatest extent possible, quality participation by certified DBE firms in order to reach its annual overall goal of 5.28%.



6.        QUESTIONS PRE-SUBMITTAL

All questions and clarifications must be submitted in writing or by e-mail to the above address. All questions and answers shall be as an addendum to the original RFQ and will be available at http://www.flyhez.com or by email from rnelson@adamscountyms.gov after November 15, 2019.



7.     SELECTION PROCESS

The Adams County Airport Commission follows the Qualification based selection process set by the FAA under AC150/5100-14. Proposals received will be screened by a review committee for adequacy of content and experience. The committee will select no more than three (3) firms to be interviewed. Selection criteria will include, but is not limited to:

a. Evaluation of proposals.

b. Proven background and experience in working with the FAA Southern Region and airports of this type and size.

c. References with respect to airport planning projects.

d. Knowledge of FAA/MDOT regulations, policies, and procedures.

e. Availability of the firm for participation at public meetings and Commission meetings.

f.   Ability to complete work in a timely manner as dictated by the grants.

g. Capability to furnish qualified personnel for each project.

h. Specific background and experience of the key people who will be involved in providing these services.

i.   Confirmation of review of all addenda to this RFQ.

Proposals will be evaluated according to the following criteria:


Demonstrated Experience and relationship with governmental agencies: 20%

Past Performance: 30%

Qualifications of Personnel Assigned: 30%

Familiarity/Capability to work with facility and community of similar type and size: 20%


The Commission reserves the right to select from submittals or may interview from a short list of qualified consultants if deemed necessary. The selection committee reserves the right to reject any or all submittals.

·        Airfield Lighting Improvements

·        Hangar Development or Improvements

·        Landside Development and Improvements
